Recently, the China National Coal Association organized a scientific and technological achievement appraisal meeting in Beijing to evaluate the project, Research and Application of Emergency Rescue Theory and Technology System for Mine Safety Production led by China Shenhua. The attending experts unanimously agreed that, based on the strategic needs of national energy security, the project was of great significance for enhancing China’s work safety rescue capabilities. It provided crucial technical support for comprehensively improving mine safety production capacity, filled multiple domestic technical gaps, and its innovative achievements reached an internationally leading level overall.
Guided by the National Work Safety Rescue Center of the Ministry of Emergency Management and with the collaboration of national rescue teams, the project was completed by China Shenhua in cooperation with other institutions and organizations. Building on theoretical innovation, the project proposed a management system framework and a standard construction plan for emergency rescue, established a risk pre-control management system for emergency rescue teams, introduced methods for interactive scenario construction and script development of dynamic emergency rescue drill, developed a VR virtual drill system, and created a “reserve center-user enterprise” rescue material sharing and co-storage model.
As the first domestic standard for the management system of professional rescue teams, the framework proposed by the project has been formally promulgated by the Ministry of Emergency Management. It has become a major component of the Guidelines for the Construction of the Standard System for Work Safety Emergency Rescue, a guiding document for national emergency rescue standard during the 15th Five-year Plan period. The project has also been piloted and applied across multiple industries under the organization of the National Work Safety Rescue Center.
