Zhunneng Group’s Intelligent Safety Operating Procedures Filled Industry Gap

Zhunneng Group recently released and began pilot implementation of the Technical Safety Operating Procedures for Intelligent Operations in Heidaigou Open-pit Mine. It filled the gap as the first technical standard for intelligent operations in China’s open-pit coal mining industry, providing a replicable and scalable Zhunneng Solution for intelligent mine development nationwide.

Formulated under the principles of “safety first, standardized operations and technology-oriented”, the procedures are structured into three components including safety regulations, operating standards and operational guidelines. Organized into five chapters covering infrastructure, intelligent drilling and blasting, intelligent mining and stripping, intelligent auxiliary operations, and disaster early warning, the 75,000-word document establishes a comprehensive management framework spanning from fundamental safeguards to core operations and risk prevention. Procedures addressing 5G base station operations, autonomous driving, and remote control of rotary drills are all derived from and validated in actual production scenarios, providing direct reference for similar open-pit mines. The procedures also explicitly commit to ongoing revisions aligned with technological advancements and equipment upgrades, ensuring continuous optimization alongside industry development.

Since initiating the compilation on July 1, Heidaigou Open-pit Mine has established a dedicated technical team that, through over three months of concentrated effort, systematically completed policy review, field investigations, draft preparation and multiple rounds of review. During the development process, the team engaged deeply with intelligent production, conducting specialized research focused on core scenarios including 5G private network deployment, autonomous truck operations, and remote-controlled equipment. The effort culminated in over 60 field surveys, collection of over 2,000 pieces of equipment operation data, and organization of over 10 technical workshops, extensively incorporating frontline operator’s suggestions to ensure the procedures strictly comply with national policy requirements while remaining highly relevant to practical mining needs.
